not sure, but he may have to prove he’s living on his own with a utility bill or something. reapply at the school’s financial aid office.
this happened to me when I was in college – not the abusive homelife part, but I started living on my own and was then eligible for work-study, when I wasn’t eligible before.

Contact the Social Security department, they often will give them subsidised rent and it shouldn’t interfer with the other financial aid
